Draft Development Control Plan (DCP) for the Telopea Precinct

Public exhibition closed 5pm Thursday 17 June 2021

In mid-2021, City of Parramatta Council invited feedback on the Draft Development Control Plan (DCP) for the Telopea Precinct.The Draft DCP and supporting information is located in the exhibition materials section of this page.

Draft Development Control Plan - Telopea Precinct

The NSW Government introduced new planning controls for the Telopea Precinct on 19 December 2018 via an amendment to the Parramatta Local Environmental Plan (LEP) 2011. This included changes to the zoning, height of buildings and floor space ratio controls to facilitate the renewal of the precinct, including supporting the provision of new retail, community facilities, roads, and the renewal of existing buildings to deliver additional social, affordable and private market housing.

The Draft DCP for the Telopea Precinct supports the objectives and planning controls of the Parramatta LEP 2011 and gives further guidance to future development. Key controls included in the Draft DCP for the Telopea Precinct are as follows:

  • Controls for off-street car and bicycle parking, design of new or improved road connections, location and design of vehicle access, and future proofing car parking spaces for electric vehicle charging.
  • Design principles and controls for new development in relation to building setbacks, basements, landscaping, considerations for development on sloping sites and improvements to the public domain and open space.
  • Controls relating to preservation of existing trees and tree planting and protection of heritage; and
  • Controls relating to new development providing dual water systems and consideration to building materials, including green walls, roofs and air conditioning units in order to reduce heat in public spaces.

A consent authority, such as a Council, is required to take a DCP into consideration when determining a development application. Council’s Draft DCP for the Telopea Precinct has been largely informed by the Telopea Master Plan, which was endorsed by Council in 2017.


Public exhibition has now concluded

The public exhibition of the Draft DCP for the Telopea Precinct concluded at 5pm on Thursday 17 June 2021. Thank you to everyone that had a say on the Draft DCP throughout the public exhibition period. At its meeting on 11 October 2021, Council considered the submissions received during the public exhibition period and resolved to finalise the draft DCP. Following the meeting, the controls relating to the Telopea Precinct in Section 4.1.11 of the Parramatta DCP were repealed and replaced with the draft DCP, which came into effect on 25 October 2021.
