Project Overview

Council is excited to present a completely refreshed, up-to-date and fit-for-purpose Community Strategic Plan (CSP) - setting the course for our City and community over the next 25 years!

The CSP is the City's highest level planning document, setting the vision and direction for all other plans at Council.

Developed with community input, the plan identifies key topics that our community is passionate about, our aspirations for the future, and how we can achieve our long-term goals.


Project update - Extraordinary Council Meeting

The Community Strategic Plan 2025-2050 was adopted at the City of Parramatta Extraordinary Council Meeting held on 23 June 2025. The Delivery Program 2025-2029, Operational Plan and Budget 2025/26, and Resourcing Strategy were also adopted at the same meeting (learn more here).

A new vision!

The draft community vision statement for the Community Strategic Plan 2025-2050 is:

"AT Parramatta: Local Heart, Global Outlook"

This community vision for 2050 captures what we have always celebrated about Parramatta: it stands as the cultural and geographic heart of our local region, a role it will proudly uphold for generations to come.

The vision highlights the remarkable progress our City and community have achieved, and the ambition and innovate outlook driving us toward an even brighter future as a true global city – incorporating our Parramatta 2050 global vision.


The proposed pillars

Our draft CSP is organised under five new pillars – representing the high-level directions we want to see for our City over the next 25 years.


Draft outcomes, strategic actions and indicators

Each pillar outlines long-term objectives and actions to achieve the vision, including:

  • Outcomes – the aspirations we would like to realise for our City by the year 2050 (“Where do we want to be?”);
  • Strategic Actions – the steps we need to take as a City to achieve the desired outcomes (“How will we get there?”).
  • Indicators – high level measures of success for each outcome, to be reported on, among other data as available, through the life of the CSP (“How will we know we’ve arrived?”).

With the CSP being a vision for the whole City and community, Council's role in any of these actions may be a combination of Delivery (D), Partnership (P) or Advocacy (A).

We will rely on many partners including other levels of government, businesses, non-government organisations, community groups and individuals to achieve the vision.

Outcome 2.4 Everyone can fully participate in our City and feels safe. 2.4.1 Plan and deliver an accessible City and services with universal design principles, so they can be enjoyed by all. 2.4.2 Create and facilitate places and activities that support community safety. 2.4.3 Contribute to addressing gender inequity and preventing domestic and family violence in our City. Outcome 2.5 Our City’s facilities, public spaces, and programs foster community connections, cohesion, and wellbeing. 2.5.1 Deliver and maintain accessible public open spaces and community facilities, providing shared spaces for people to play and connect. 2.5.2 Deliver programs and initiatives that foster a strong sense of community connection and wellbeing. Outcome 2.6 Everyone benefits from our role as Asia Pacific’s centre for research and education. 2.6.1 Position Parramatta as the most globally connected university city in the nation. 2.6.2 Foster opportunities that link students with our community and industries. Indicators - Signs of success • Percentage of residents who feel our City provides opportunities for all people to learn and develop skills at any age. Target: 75% • Percentage of households experiencing housing stress. Target: 10% • Percentage of people who feel that their local area provides opportunities for them to live well. Target: Increase on baseline • Percentage of residents who feel comfortable in public places in our LGA. Target: 95% • Percentage of residents who feel they belong to the local community. Target: 80% • Percentage of residents aged 15+ with a tertiary qualification. Target: Increase
