Project update - May 2025
Council at its Ordinary Meeting on Monday 12 May endorsed for public exhibition the Draft Community Strategic Plan 2025-2050 and Draft Delivery Program 2025-2029, Operational Plan and Budget 2025/26, Draft Fees and Charges, Draft Long Term Financial Plan and Draft Resourcing Strategy.
These plans were developed and informed by community feedback. The Engagement Report can be found here.

The Community Strategic Plan defines our community's goals and aspirations. It is the cornerstone of Council's Delivery Program, Operational Plan and Resourcing Strategy, translating your vision into action and advocacy.
We asked the community:
- Do our community goals continue to represent who we are and where we are heading?
- What other goals are important?
- What should Council's focus be in the coming four years, and beyond?
- How can we make the City of Parramatta a great place to live now, as well as in the future?

Community engagement on the new plans and strategies ran from Wednesday 23 October - Monday 16 December 2024 and included pop-ups at Parramatta Lanes, at six local centres across the LGA.
Council also held a forum with a representative group of nearly 100 residents at Parramatta Town Hall – to examine questions about the community's vision and draft Delivery Program. An online survey promoted in Council e-newsletters added to the information gathered. Across the program, 1,413 people provided input.
Participants were asked to “Turn up the Volume” on big “whole of community” issues for which Council can advocate, and to have their say on Council’s budget across a range of service delivery areas.
Highlights:
- The leading concepts in the community’s vision for the City of Parramatta areto be: Affordable, Safe, Green, Sustainable and Vibrant
- ‘Transport’ and ‘Parks, sport facilities & play spaces’ were leading long-term priorities.
- Population pressures on existing infrastructure proved to be a key concern.
- High priority was placed on ‘Events, festivals & entertainment’, and ‘Environmental Sustainability’ pointing to aspects that contribute to liveability, cohesion and security for future generations.
- Other highly ranked long-term priorities or focus areas included ‘Cost of Living’ and ‘Health, wellbeing & safety’.
Below is feedback shared by pop-up participants. People could choose five areas (from 16) where they would like to see Council to increase focus.

Stage one consultation closed at 5pm on Monday 16 December 2024.
Thank you to everyone who provided feedback during Stage One. All feedback was shared with and considered by staff and Councillors in developing the Draft Community Strategic Plan 2025-2050, Draft Delivery Program 2025-2029, Operational Plan & Budget 2025/26 and Resourcing Strategy.
