Community Strategic Plan

The Community Strategic Plan (CSP) 2018-2038: Butbutt yura barra ngurra identifies your priorities and aspirations for the City over the next 20 years, and provides a roadmap for how we will get there. Now three years into the 20-year plan, we are checking in with you to make sure the CSP still reflects your priorities and concerns for the future of our City.

Delivery Program, Operational Plan and Resourcing Strategy

While the Community Strategic Plan looks at a 20-year horizon, there are a number of other key documents which provide more detailed planning in the short term.

Council’s Delivery Program, Operational Plan and Resourcing Strategy 2018-2028 translate the overarching vision of the Community Strategic Plan into specific actions and identify the resources required to achieve this vision.

Community consultation

The past three (3) years have been a period of growth and widespread change, both for the City and on a global scale. The COVID-19 pandemic has significantly changed the way we work, connect with each other, and move around the City.

We recently consulted with the community to make sure that the Community Strategic Plan still reflects your long term aspirations for our City and to understand your key delivery priorities for the next four (4) years.

This consultation concluded at 5pm on Tuesday 16 November 2021.

The six key goals that underpin the Community Strategic Plan, which have been developed through extensive consultation with out community are:


We can all benefit from the opportunities our City offers.

Our strategies to achieve this are:

  1. Invest in services and facilities for our growing community
  2. Advocate for affordable and diverse housing choices
  3. Support people to live active and healthy lives
  4. Ensure everyone has access to education and learning opportunities
  5. Empower communities to be strong and resilient by building individual and community capability
  6. Engage and consult the community in decision-making
  7. Deliver effective, responsible and ethical leadership and decision-making, reflective of community needs and aspirations.


We can all get to where we want to go.

Our strategies to achieve this are:

  1. Design our City so that it is usable by people of all ages and abilities
  2. Improve public transport to and from Parramatta CBD, our local centres, neighbourhoods and the greater Sydney region
  3. Make our City more enjoyable and safe for walking and cycling
  4. Provide and upgrade roads and improve safety for all road users
  5. Manage traffic congestion and access to parking.


We care for and enjoy our environment.

Our strategies to achieve this are:

  1. Protect and enhance our natural environment
  2. Improve our River and waterways
  3. Keep our City clean
  4. Provide green spaces for recreation, relaxation and enjoyment
  5. Prepare for and lessen the impacts of extreme weather events
  6. Promote energy and water efficiency, renewable energy sources, and reduced emissions and waste.


We celebrate culture and diversity – past, present and future.

Our strategies to achieve this are:

  1. Acknowledge the Dharug peoples as the traditional custodians of this land and make Parramatta a leading City of Reconciliation
  2. Promote the growth or arts and culture and champion the role that culture plays in city-building
  3. Respect, protect and celebrate our shared living histories of Parramatta and embrace our heritage
  4. Recognise that Parramatta has always been a gathering place and our diversity is our strength.


We benefit from having a thriving CBD and local centres.

Our strategies to achieve this are:

  1. Accelerate local jobs growth and support people in finding employment
  2. Attract public and private investment to our City and support the growth and prosperity of local businesses
  3. Plan and deliver a vibrant, attractive and safe CBD and local centres
  4. Ensure major centres have a thriving day and night time economy.


We collaborate and champion new ideas to create a better future.

Our strategies to achieve this are:

  1. Engage in strategic planning and implement innovative solutions to manage the growth of our City
  2. Support collaboration and partnerships to deliver key outcomes for our City
  3. Embrace technology, creativity and innovation to solve complex problems and improve our City
  4. Attract leading research, education and training facilities to Parramatta
  5. Manage the City’s assets and financial resources in a responsible manner and provide the best possible services for the community.

Next steps

A further round of consultation on the new community outcomes that will form part of the refreshed Community Strategic Plan is now live. The refreshed draft Community Strategic Plan will be exhibited from 9am Tuesday 10 May to 5pm Tuesday 7 June.

The final Draft Community Strategic Plan and Delivery Program 2022-2026 and Operational Plan & Budget 2022/23 will be placed on formal public exhibition in late May 2022 to June 2022 to support the realisation of the Community Strategic Plan.

Frequently asked questions

The Community Strategic Plan is the highest level of plan a Council prepares. Its purpose is to outline the community’s long-term vision and aspirations for the future and to plan strategies for achieving these goals.

The City of Parramatta’s Community Strategic Plan 2018-2038: Butbutt yura barra ngurra was developed following extensive consultation and endorsed by Council in June 2018.

It is now time to “check in” and confirm the long-term aspirations for the future of Parramatta.

There is currently an online survey that will be open until 5pm on Tuesday 2 November 2021.

The survey feedback will inform any proposed updates to the Community Strategic Plan.

The Community Strategic Plan along with any proposed updates will be provided to the new Council in early 2022. The Community Strategic Plan will then be placed on public exhibition for 28 days for comment.

All feedback will then be reviewed, and any final amendments will be made before the Community Strategic Plan is provided to Council to endorse by 30 June 2022.

Council plays a pivotal role in delivering the long term aspirations of the Community Strategic Plan, alongside community partners.

Council’s role must be carefully planned within available budgets and resources to deliver on short, medium and long term priorities for the City.

Council plans its response to the Community Strategic Plan in a four-year plan called the Delivery Program.

The Delivery Program is Council’s commitment to the community on what it will deliver during its elected term. All councils in NSW are required to develop a new four-year Delivery Program following each council election.

The Delivery Program turns the strategic goals from the Community Strategic Plan into actions for the council. All Council plans, projects, activities, and funding allocations of Council must be directly linked to the Delivery Program.

Your feedback will be used to inform the priorities for the Delivery Program over the next Council term, so we can address some of the broader and more complex issues impacting the City.

The Delivery Program will focus on activities where Council has a level of control over outcomes. The role Council plays is dependent on what is planned. This ranges from direct service delivery, through to being a partner or advocate for issues outside Council’s control.

A draft Delivery Program will be developed with the City’s newly elected Council in early 2022. The Delivery Program will then be placed on public exhibition for 28 days for comment. All feedback will then be reviewed, and any final amendments will be made before the Delivery Program is provided to Council to adopt by 30 June 2022.
