July 2025 Construction Update

Council is excited to share that the demolition phase of the Max Ruddock Reserve Amenities Modernisation Project is now complete! Construction is progressing smoothly, as we continue to transform this space for our community.

March 2025 Construction Update

The City of Parramatta will soon commence demolition and reconstruction of the amenities building in Max Ruddock Reserve, Romulus Street, Winston Hills. This Western Sydney Infrastructure Grants project includes accessible bathrooms, change rooms, a kiosk, storage, improved access to the building and sports field, and an elevated viewing deck.

Work is scheduled to start during the week commencing 7 April 2025 and will take approximately 52 weeks to complete, weather permitting. Construction work will generally take place Monday to Friday from 7am to 5pm and from 8am to 5pm on Saturday.

New amenities building and viewing platform (WILGA207)

A refined concept plan for Max Ruddock Amenities Building and Viewing platform is now available to view - subject to final design. Council continues to work closely with the sporting clubs.

Public exhibition was held from Wednesday 22 November 2023 until 5pm on Wednesday 20 December 2023. The project page was viewed 3,670 times and Council received 106 submissions via Quick Poll, Survey and email. Thank you to everyone who provided feedback.

Awning extents – both awnings have been brought forward as well as the seating edges on the upper viewing platform, whilst maintaining adequate distances away from handrails, retaining walls and balustrades to mitigate climbing risks. The bottom awning has also been extended over the kiosk area.

Male/female bathrooms:

Toilets – feature dedicated male toilets; female toilets; unisex toilet and an accessible toilet suite.

Club requirements:

City of Parramatta Council staff are working directly with the WHFC and Cricket Association committee members to ensure there is adequate space for storage.

Replacement of the 50-year-old Max Ruddock Reserve Amenities Building will provide much needed improvements that will support the ongoing operation of cricket and soccer sports teams.

The draft concept plan incorporates many of the ideas shared through previous consultation and features an architecturally designed accessible roof-top viewing platform.

Currently the amenities building houses a canteen, male and female toilets, change rooms and a club storage area. The proposed building includes a substantial reconfiguration of the existing floor plan.

The project will also deliver new landscaping to the surrounding areas as well as improved building access from street level.

Please Note: The draft concept plan was been prepared for the purposes of community consultation. The final design is subject to the outcomes of consultation, further site investigation works and project approvals. Council has been consulting directly with the Winston Hills Football Club and Cricket Association who are the sporting user groups of the facility to further develop the internal layout of the amenity building.Input received will be included in Council's review of community feedback.
