In mid-2021, the City of Parramatta Council exhibited draft amendments to the Planning Controls and the Draft Planning Agreement for the site at 14-16 Hill Road, Sydney Olympic Park.
This Planning Agreement was recently re-exhibited as a result of Council adopting the Parramatta (Outside CBD) Development Contributions Plan in July 2021. The draft Planning Agreement subject to re-exhibition retains the same value and infrastructure items as previously exhibited; however, specifies that the development contributions rates applicable to the development are those contained in the Auburn Development Contributions Plan 2007 and not those within the recently adopted Parramatta (Outside CBD) Development Contributions Plan 2021.
Draft Planning Agreement
Council has negotiated a Draft Planning Agreement with the developer in accordance with Council's Planning Agreements Policy (2018). The Draft Planning Agreement still proposes:
- Land for a future public transit corridor to be provided at no cost,
- A foreshore park including $12.4million worth of works
- Remediation of potential contamination
- Ongoing maintenance and monitoring of potential contamination for a period of 5-years
- Traffic upgrades for the Burroway Road/Hill Road intersection,
- Two (2) pocket parks shown as ‘neighbourhood green’ and ‘southwestern pocket park’ publicly accessible by 24-hour easements, and
Re-exhibition occurred to secure Section 7.11 contributions rates at the current value rate per new dwelling in the Auburn Development Contributions Plan 2007 in addition to the Planning Agreement valued at over $20 million. This is because the Planning Agreement had been negotiated between the parties and Council for some time and parties were negotiating on the basis that future development on the site would pay development contributions under the existing development contributions plan applicable at the time of negotiation.
Accordingly, the amendments also seek to ensure that any new development contributions plan coming into force in the future do not apply to development of the site in accordance with the Planning Proposal.
