Under Section 211 of the Local Government Act 1993, councils that are divided into wards must keep ward boundaries under review to ensure the difference in elector numbers between wards does not exceed 10 percent variance. The City of Parramatta needs to redistribute the ward boundaries to comply with legislation.
Parts of North Rocks Ward, Rosehill Ward and Parramatta Ward are affected by this adjustment - with 2,796 Rosehill ward voters transferring to Parramatta ward; and 2,333 Parramatta ward voters transferring to North Rocks ward.
The new boundary between Rosehill Ward and Parramatta Ward is, in general terms running from West to East: Pitt Street from the M4 Motorway, Great Western Highway, Parkes Street, then Harris Street to the Parramatta River.
The new boundary between Parramatta Ward and North Rocks Ward is, in general terms running from West to East: Old Windsor Road from Toongabbie Creek; and Hammers Road from Old Windsor Road to Windsor Road.
Council aimed to:
- Meet the target number of voters
- Keep the boundary as simple as possible by following main roads and landmarks
- Follow the SA1* mapping used by the NSW State Electoral commission
* SA1 = Statistical Area Level 1, a geographic unit used for census data collection and analysis in Australia and New Zealand.
Hammers Road cuts through a Statistical Area 1 (SA1) grouping used in the census. To make this process as simple as possible, Council decided not to divide existing SA1 groupings. This means some voters living north of Hammers Road remain in Parramatta Ward and their neighbours will change to North Rocks Ward.
Those who are affected will receive a letter from Council. Those who are not affected will not receive a letter.

Council is sending letters only to those directly affected by the ward boundary changes. If you didn't receive a letter, then you haven't been directly affected by the changes.
You are still part of the City of Parramatta and services will not change. If the proposal comes into effect you will be represented by, and vote for the Councillor candidates in your new ward. You can learn about the Councillors currently serving in the wards here.
If the proposal is approved, the new ward boundaries will apply at the 2024 Local Government Election.
