Project Update - April 2026

On Monday 23 March Council received a report on the Early Consultation for a Special Entertainment Precinct (SEP) in Parramatta.

Feedback from the early consultation period resulted in a total of 159 submissions made up of 155 community submissions (152 surveys and 3 emails), 3 submissions from Government agencies or Ministers and 1 submission from an organisation.

Council resolved to endorse a trial SEP with an extended boundary (shown below) in response to feedback. Council also resolved to proceed with preparing a Planning Proposal, a Precinct Management Plan (PMP) and Good Neighbour Policy.


Endorsed SEP Boundary Option

RECOMMENDED

Expands exhibited boundary across Late Night Trading Areas 1 and 2 and includes Westfield, Parramatta Station and shopfronts along the southern end of Church St. The boundary also expands east and west to include additional late night venues from O’Connell St to Charles St. This option seeks to minimise impacts on existing residential development by focusing the SEP on the city centre core.

Existing LNT DCP Controls:

- LNTA 1 - 24 hour trade (indoors)

- LNTA 2 up to 2am trade (indoors) for

licensed venues

- LNTA 1 and 2 up to 10pm trade (outdoors) for venues fronting the river

Approx non-residential properties: 1,000

Approx residential properties: 2,798

(E2 Zone area: 43%, MU1 Zone area 52%)


Next steps

Council will establish an interim Precinct Working Group and seek funding for a specialist acoustic analysis and further engagement with the community and stakeholders.


Background

Our community has an exciting vision to be a global city – a premier destination for culture, arts and tourism, investment, jobs, and economic growth.

To make this vision a reality, Council is considering a proposal for a Special Entertainment Precinct (SEP) in the Parramatta CBD.

Special Entertainment Precincts were introduced as part of the NSW Government's Vibrancy Reforms – legislation designed to help councils encourage live performance and support vibrant going-out precincts.

The first step is consultation and Council has prepared a map of the proposed precinct. The draft boundary includes the area between Smith Street to the east, Church Street to the west, Argyle Street to the south and Riverside Theatres to the north. Please refer to the map on this page.

Residents, businesses, and venues, located in and neighbouring the boundary, were encouraged to learn more and share feedback with Council.


Key features of a Special Entertainment Precinct

  • Licensed venues that host live music and entertainment would be able to access incentives such as additional liquor trading hours and reduced licensing fees.

  • Businesses in the precinct would be able to access longer and more flexible trading hours without a development application.

  • Sound controls would be tailored to support vibrancy whilst minimising impacts on residents.

  • A precinct management plan would be established for the SEP which details compliance and a clear process if venues exceed sound thresholds or trading hours.

Overall, SEPs establish consistent rules for trading hours and sound management, streamline regulatory processes, and help balance vibrant nightlife with local amenity.

Following community consultation, Council will consider whether to trial a Special Entertainment Precinct in the Parramatta CBD.


Community engagement

From Monday 3 November 2025 to Monday 1 December 2025 the community was invited to provide feedback on the establishment of a Special Entertainment Precinct with a proposed boundary.

  • Residents, visitors, workers, relevant stakeholder and the general public were invited to provide feedback through online surveys and emails.
  • Council also held one pop-up event at the local farmers markets.

Feedback fromthe early consultation period resulted in a total of 159 submissions made up of 155 community submission (152 surveys and 3 emails), 3 submissions from Government agencies or Ministers and 1 submission from an organisation.

There was overwhelming community support for the establishment of a SEP in the Parramatta CBD. A breakdown of issues raised is provided in the Engagement Report as well as responses to specific issues or comments regarding the proposed boundary.
