Draft Code of Meeting Practice 2025

The City of Parramatta draft Code of Meeting Practice 2025 is based on the Model Code of Meeting Practice for Local Councils in NSW. The Model Code of Meeting Practice for Local Councils in NSW (the Model Meeting Code) is prescribed under section 360 of the Local Government Act 1993 (the Act) and the Local Government (General) Regulation 2021 (the Regulation).

Councils must adopt a Code of Meeting Practice that incorporates the mandatory provisions of the Model Meeting Code. A Council’s adopted Code of Meeting Practice may also incorporate the non-mandatory provisions of the Model Meeting Code and other supplementary provisions. However, a Code of Meeting Practice adopted by a Council must not contain provisions that are inconsistent with the mandatory provisions of this Model Meeting Code.

What is the Code of Meeting Practice?

The Code of Meeting Practice applies to all meetings of Council and committees of Council (of which all the members are Councillors).

It sets standards and provides guidance around how meetings should be held, including the organisation of meetings, conduct during meetings (such as rules of debate, confidential matters, time limits on meetings, order of business and voting) and requirements after meetings. Public exhibition - Now closed

The City of Parramatta draft Code of Meeting Practice 2025 was on public exhibition from late 2025 until early 2026. Submissions were welcome until 5pm on Friday 13 February 2026.

Next steps

Following public exhibition, Council officers will review all submissions ahead of a report being prepared for consideration at a future Council Meeting.
