Development contributions plans enable Councils to charge fees on new development to help fund the delivery of local infrastructure which will be required because of additional demand coming from more residents, workers and visitors.
Developers pay these fees as a condition of consent on a Development Application or Complying Development Certificate. The contributions plan sets out the types of development that would be charged a contribution.
The contribution plan is being amended to incorporate housekeeping amendments to the Plan and to ensure the plan is consistent with current legislation and NSW Government Policy.
The key changes include:
- changes to the timing of payment of the development contributions levy;
- improved guidance to ensure that registered certifiers meet their legislative obligations when issuing relevant certificates in relation to development contributions;
- clarification that Council determines the contribution amount payable; and
- other minor housekeeping amendments of an administrative nature.
The land affected by this amendment is referred to as the City Centre or CBD – which includes Parramatta and pockets of Harris Park and can be seen in the area outline din blue on the map below.
Following the end of the submission period, the matter will be reported back to Council for final endorsement before the amendment can come into effect .It is expected that the matter will be reported back to Council in March or April 2024.
