New community centre in the heart of Carter Street Precinct (WICR294)

The City of Parramatta is delivering a community centre in the heart of the Carter Street Precinct.

Situated on the ground floor of 'Atrium' at 4-8 Uhrig Road, the community centre will serve new residents and the surrounding neighbourhood.

In mid-2023, Council asked for the community's help to determine what programs you would like to see delivered in your community centre. Your feedback has been reviewed and has helped us finalise the draft concept plan!

This $6.13 million project is proudly funded by the NSW Government's Western Sydney Infrastructure Grants Program.The Carter Street Precinct Community Centre will be delivered by City of Parramatta Council as part of its commitment to increasing the provision of community facilities across the City of Parramatta local government area.

This centre will be one of the most important pieces of infrastructure for this new, high-density community.

Council will deliver:

  • A hall and event space for community and commercial hire - great for health & well-being classes and community and social celebrations
  • More space devoted to quiet study with wi-fi access, smart technology features, study desks and comfortable seating with extended hours
  • Flexible bookable spaces for meetings, workshops and community social gatherings and functions
  • A multi-purpose community space to foster creation, connection, learning and sharing.
  • Digital library e-resources and services
  • Photocopying and printing services
  • A community accessible kitchen for functions and events
  • Welcoming and inclusive contemporary design and fully accessible

The revised plan

There are changes to the original floorplan in this new version:

  • New entry location along Uhrig Road with large entry foyer and accessible curved ramp.
  • New panel window to increase natural light to replace the previous entry point adjacent to the substation on Uhrig Road.
  • More communal lounge study and meeting areas in the entry foyer area.
  • Lobby reception areas at both entry points to the large multi-purpose community hall.
  • A larger quiet study area for registered users.
  • Three multi-purpose rooms that can be hired for various activities. These were defined as a maker space and meeting rooms in the original draft floorplan, and they are now configured to be multi-purpose.

Some important features

  • A 1700mm x 2600mm commissioned public artwork is proposed for the Uhrig Road entry, visible from the street.
  • A lobby (or air lock) has also been introduced at the entrance to the community hall and multipurpose rooms 1 and 2 (below right). This allows some separation if multiple events are happening concurrently.
  • There is a second, dedicated reception lobby (or air lock) at the western entrance to the multipurpose hall. Both will help to contain sound within the centre.
  • High ceilings in the multi-purpose hall and rooms allow plenty of natural light.
  • A small office has been introduced into the design. The office provides potential for Council staff to work onsite for operational needs, community hirer induction and supervision and community program delivery.

Introducing colour

An exciting aspect of this stage of the project is being able to share the recommended material and colour palette choices that will make this community centre distinctly local, while still part of the City of Parramatta community hubs network including PHIVE and Wentworth Point.

The colour palette may differ a little bit from what you see on the screen.

Inspiration for the colour palette comes from local fauna and flora indigenous to the area; for the multi-purpose hall (below left) warm ochres and browns reference the Little Eagle, and inspiration for the quiet study area (below right) comes from Haslams Creek featuring cooler, calming greens and natural tones.

Future programs and activities

Our 2023 survey included questions about the activities and programs you would like to see at your community centre. Below is a summary of answers. All answers and comments were read and have helped revise the draft plan.

  • 70% agreed with exercise and well-being programs
  • 62% agreed they will use the quiet study areas, multi purpose rooms and library book return
  • 58% agreed with social activities
  • 89% of people interested in early childhood programs like music and movement activities
  • 90% of people interested in afterschool or holiday activities like holiday workshops with lego, minecraft and art
  • 90% of people interested in adult learning and workshops like courses on staying healthy
  • 97% of people interested in exercise programs like yoga/pilates
