Project update – April 2026

Thank you to everyone who provided a submission during public exhibition of the proposal to upgrade these two important intersections in Toongabbie.

We appreciate the high level of interest in this project and the opportunity to hear directly from residents about the proposed changes.

Council staff are currently reviewing all submissions before determining the matter and are investigating some design changes to better meet the community needs. These include but are not limited to:

  1. Replacing the existing pedestrian refuge island located near No. 2 Wentworth Avenue, with a new raised pedestrian crossing located just west of the driveway to that property.
  2. Retaining the existing Loading Zone in Wentworth Avenue near No. 2.
  3. Allowing for off-peak on-street parking in Wentworth Avenue between the two roundabouts

A snapshot of the community’s feedback

Public exhibition ran from 13 March – 14 April 2026. There were:

  • 3,335 visitors to the Participate Parramatta page
  • Over 6,500 engagements across our social media channels
  • 99 submissions received (87 online, 5 emails, 7 directly from residents)

What did we hear?

Community feedback on the proposed upgrades reflects strong local interest and cautious sentiment with most people agreeing the congestion in Toongabbie is frustrating.

Support for the proposal is mixed, and the written feedback is detailed and location‑specific.

Across the comments, residents consistently emphasise traffic congestion, peak‑hour delays and safety, with particular attention given to Toongabbie Bridge as the primary bottleneck.

  • The rail overpass/bridge is a Transport for NSW asset, so Council’s scope is improving the roads and intersections under our care. We’ll continue to raise bridge-related feedback with the relevant agency.

There is also a clear split in views about roundabouts versus traffic signals, and an emphasis on pedestrian safety, driveway access, u-turns and other local impacts.

Project description

City of Parramatta Council is proposing to upgrade the intersection of Fitzwilliam Road, Station Road and Wentworth Avenue to include traffic signals, and to widen the roundabout on Wentworth Avenue just before the bridge over the railway lines.

The purpose of the works is to increase the traffic capacity and address traffic congestion within the area.

The diagram below shows three sites. The focus for this consultation are sites b) and c) which are located in the City of Parramatta.

Background

In 2019, the NSW Government commenced a study to identify improvements to ease congestion at and near Toongabbie Bridge. This study identified measures to address traffic congestion and improve road safety and active transport. The study showed that congestion primarily stems from the intersections on both sides of the bridge.

In mid-2024, City of Parramatta Council (CoPC) and Cumberland City Council (CCC) each received $1 million in funding from Transport for NSW (TfNSW) to progress the detailed design and approvals of the infrastructure upgrades recommended by the study as detailed below.

a. Localised widening to allow an additional southbound lane in Wentworth Avenue at Cornelia Road (to be undertaken by Cumberland City Council)

b. Replace the existing roundabout at the intersection of Fitzwilliam Road, Station Road and Wentworth Avenue with traffic signals (to be undertaken by City of Parramatta Council)

c. Widening Wentworth Avenue to two southbound lanes between the roundabouts and two northbound lanes approaching from the bridge to the roundabout (to be undertaken by City of Parramatta Council).


The NSW Government has invested $2 million in funding to support councils with the development of these local road improvement projects. The Australian Government has further committed $25 million funding under the Infrastructure Investment Program, to deliver local road improvements in Toongabbie as part of its investment in Western Sydney.

Construction allocation

The Federal Government has recently committed $25 million towards the construction of the above listed works which is expected to be made available for both councils at the start of the 2026/27 financial year. This funding will allow City of Parramatta Council and Cumberland City Council to commence procurement with construction to commence in early 2027. 
 
Both Councils will be working together during the delivery of the works to ensure the staging of the construction has as little impact to the surrounding community as practical.
