Proposed 'All Traffic Left Only' restriction for northbound traffic on Tintern Avenue, Carlingford

Project background

Following the installation of a pedestrian refuge island in Tintern Avenue at Pennant Hills Road in April 2026, Council has been monitoring traffic conditions near Cumberland High School.

Community feedback has identified increased congestion, particularly during school peak times on Tintern Avenue. Reduced lane width as a result of the pedestrian refuge island means vehicles turning right onto Pennant Hills Road are impeding those turning left, causing extensive delays during school peak periods.

To address this and improve safety, Council is proposing an “All Traffic Left Only” restriction for northbound traffic on Tintern Avenue at Pennant Hills Road, Carlingford as shown on the sketch below.

Alternative access to Pennant Hills Road eastbound is available via Westminster Avenue, Bettington Road and Adderton Road if this restriction proceeds. See the Frequently Asked Questions section for more details.


Public exhibition - Completed

Written submissions were invited fromresidents, businesses and relevant authorities about this proposal until 5pm on Tuesday 14 July 2026.


Next steps

All submissions will be considered before a decision is made on whether to proceed with the proposed turn restriction. If supported by the community, the proposal will be presented to the Parramatta Traffic Forum in August for approval before implementation in September/October 2026.
