Proposed pedestrian refuge island on Tintern Avenue, Carlingford

Project background

Submissions for this proposal closed at 5pm on Wednesday 18 February 2026.

Located near Cumberland High School and the busy Pennant Hills Road, the upper section of Tintern Avenue has been identified as a hotspot for pedestrian activity involving both local residents and the school community. In line with the conditions of consent for the redevelopment of Carlingford West Public School and Cumberland High School, School Infrastructure NSW (SINSW) is proposing the construction of a pedestrian refuge island on Tintern Avenue, Carlingford, just south of Pennant Hills Road, as shown in the plan below. This proposal aims to enhance pedestrian safety and improve access to nearby schools. The proposed works will not affect existing on‑street parking or property access.

Pedestrian island approved for construction

Council received 12 responses with eight agreeing, two agreeing to an extent, and two opposing the proposal. We heard strong support for pedestrian safety, particularly for school children, alongside some concerns about potential traffic congestion impacts. Council will monitor these impacts as the project progresses.
