The opportunity to provide feedback concluded at 5pm on Monday 30 March 2026.

On 12 May 2016, the City of Parramatta was formed under the Local Government (City of Parramatta and Cumberland) Proclamation 2016, inheriting land previously within The Hills Shire Council, Hornsby Shire Council, the former Auburn Council, and the former City of Holroyd. As part of this transition, Council also inherited seven contributions plans applying to the newly incorporated areas. 

In September 2021, the City of Parramatta (Outside CBD) Development Contributions Plan 2021 came into force, replacing the former plans for that area and incorporating many of their projects into its capital works schedule. In October 2022, the Parramatta City Centre Local Infrastructure Contributions Plan 2022 (CBD Plan) commenced, replacing the former plans for that area and incorporating some of their projects into its capital works schedule. 

Although the new Outside CBD and CBD contributions plans replaced the previous contributions plans, they did not fully repeal the former plans. The former plans remained active because contributions continued to be paid into their reserves under old development consents, and some projects in the former works schedule were still intended to be delivered. Council is now reviewing the estimated cost, need and adequacy of all infrastructure items under former plans, some of which are quite old, with outdated costs and scope.

Infrastructure works items under former plans will not be deleted but will assessed alongside items from current plans and new items, on their merits, to ensure they are fit for purpose.

Council proposes to transfer the remaining funds from the former contributions plans into equivalent reserves within the current Contributions Plans. This will allow the funds to be used to deliver infrastructure works items identified in the fully revised current plans, rather than being tied to outdated or undeliverable former projects. This will also allow pooling of contributions funds within the various categories, for example, open space, or traffic facilities, so that priority projects can be funded earlier.


Overall review of contributions plan

The contributions plans are being reviewed in two stages as part of Council’s broader Contributions Plans Review.

Stage 1 – Repeal of Former Plans (this stage)

The first stage of this broader review involves repealing ten former contributions plans and transferring their remaining funds into equivalent reserves within the current CBD and Outside CBD Contributions Plans. At the same time, Council is assessing works items from all existing plans to determine which projects should be retained and incorporated into the revised plans.

Stage 2 – Updating the In-Force Plans (in progress and not complete)

Stage 2 focuses on updating the two in-force contribution plans. This includes reviewing and updating their works schedules, whether projects are fit for purpose, costings, and priorities in line with updated population and financial forecasts and considering the works items from the former plans. This stage runs concurrently with Stage 1.

Once the review is complete, the draft revised contributions plans will be placed on public exhibition, providing the community with an opportunity to review the revised draft works list and offer feedback.

The overall review is expected to conclude in late 2026, with updated plans anticipated to come into effect in early 2027.


Transfer of former plan funds

The former CBD development contributions plans contain 10 individual category reserves (for example public domain and community facilities), while the former Outside CBD plans contain 42 individual category reserves. Because these reserves do not directly align with the works categories of the current plans, the remaining funds will be transferred into the most similar (“like for like”) reserve categories within the current CBD and Outside CBD Contributions Plans. Funds will therefore continue to be used only for the purpose for which they were originally collected.

For example, funds collected for Open Space and Recreation under a former plan will be transferred to the Open Space and Recreation reserve in the current plan.

Please note that the figures provided are based on financial data as at 8 October 2025. Final amounts may vary as income and expenditure on projects continues to occur prior to the repeal taking effect.
