City of Parramatta Council is proposing a new left-turn restriction for vehicles longer than 9 metres travelling northbound on Kleins Road at Moss Street, Northmead.

The restriction is proposed following the detailed design process for a new pedestrian crossing near this location, which identified the need for a new turning restriction for longer vehicles to maintain safety and traffic flow.

Vehicles under 9 metres in length will not be affected and may continue to turn left at this intersection.

In response to feedback received during consultation earlier this year, Council is also looking to relocate the proposed new pedestrian crossing on Moss Street further west than what was originally exhibited, providing approximately 6.2 metres of space for vehicles entering and exiting the intersection at Kleins Road. Council is consulting with the community and inviting written submissions from residents, businesses and relevant authorities on the proposed changes.

Next steps

Once the submission period closes, all feedback will be reviewed and presented to the Parramatta Traffic Forum for consideration. Subject to approval, the proposed ‘No Left Turn – Vehicles Over 9m’ restriction and the pedestrian crossing are expected to be constructed and implemented from November 2026.

During the detailed design of the proposed pedestrian crossing on Moss Street, Northmead, Council identified that vehicles longer than 9 metres travelling northbound on Kleins Road cannot safely turn left into Moss Street without crossing into the opposing traffic lane.

 

To improve safety for pedestrians using the crossing and reduce the risk of vehicle conflicts, Council is proposing a 'No Left Turn – Vehicles Under 9m Excepted' restriction for northbound traffic on Kleins Road at Moss Street. The restriction would apply only to vehicles longer than 9 metres, with smaller vehicles still permitted to make the turn.

No. The proposed restriction applies only to vehicles longer than 9 metres, such as trucks, buses, waste collection vehicles and fire trucks. Smaller vehicles, including cars, utes and vans that are 9 metres or less in length, will still be permitted to turn left into Moss Street from northbound Kleins Road.

In early 2026, City of Parramatta Council put forward a proposal to install a raised pedestrian crossing on Moss Street at Kleins Road, Northmead.

This upgrade intends to:

  • Make crossing safer for everyone
  • Improve visibility for drivers and pedestrians
  • Support families and students walking to Northmead Public School.

This project is fully funded by the NSW Department of Education.

Council received feedback from 76 community members, with a strong majority (80%) supporting the installation of a pedestrian crossing to improve safety, particularly for children.

 

Some residents, however, raised concerns that the proposed location could result in vehicles exiting Moss Street stopping on the crossing while waiting for a gap in traffic on Kleins Road. These residents suggested relocating the crossing further west along Moss Street.

 

In response, Council revised the proposal and relocated the crossing west of the original location, providing approximately 6.2 metres of storage space for vehicles entering and exiting the intersection while maintaining the safety benefits of the crossing.

No on-street parking spaces will be lost as a result of the proposed pedestrian crossing

Moss Street is located adjacent to Northmead Public School, and many school children cross this street to walk to and from school. Motorists, including school buses, also use Moss Street to access the kiss-and-ride area outside the school and to loop around to Kleins Road.

 

The proposed raised pedestrian crossing will improve safety and support the well-being of the local community. The raised threshold will also serve as a traffic-calming measure, helping to reduce vehicle speeds.
