Proposed roundabout at the intersection of Moseley Street and Young Road, Carlingford

Project background

As our cities grow, many high-density and frequently used areas are increasingly impacted by traffic congestion and conflicting vehicle movements as more people are using the space. The City of Parramatta has been listening to the community, noting reports of near misses, and suggestions over the years. As a result, Council has identified several high-priority intersections that would benefit from additional traffic management measures to improve road safety, reduce conflict traffic flow and congestion.

The intersection of Moseley Street and Young Road is among those experiencing growing levels of conflicting traffic movements and congestion, as more residents on Young Road are accessing Moseley Street to reach Pennant Hills Road. The current road design has resulted in queues extending onto Young Street during the peak period and increased the risks of collisions with vehicles travelling along Moseley Street.

To address these issues, Council is proposing the installation of a roundabout with pedestrian islands at the intersection of Moseley Street and Young Road. This intervention aims to improve local traffic flow, decrease vehicle speeds, particularly for cars travelling southbound from Pennant Hills Road, and enhance overall road safety.

This project is fully funded by the NSW Government through its Towards Zero Road Safety Program.

Public exhibition completed

In August and September of 2025, Council sought input regarding this proposal and invited submissions from residents, businesses, and relevant authorities, with the public exhibition period closing on Tuesday 23 September 2025.
