About the project

The City of Parramatta has secured funding from the NSW Government to create a 40km/h High Pedestrian Activity Area (HPAA) in Granville, north of the railway line. This initiative is part of the broader Parramatta Road Urban Transformation Corridor, which is set to welcome an additional 4,200 dwellings and 13,800 residents in Granville by 2036.

Streets included in the proposal:

  • Bridge Street
  • Cowper Street
  • Good Street
  • Rowell Street

In 2022/2023, Council conducted a comprehensive study, fully funded by the NSW Government’s Safe Speeds in High Pedestrian Activity and Local Areas Program, to develop a concept design for the HPAA. The study recommended several key features to support the 40km/h speed limit:

Four at-grade entry treatments at the following locations:

  • Cowper Street west of Good Street
  • Bridge Street west of Good Street
  • Good Street south of Parramatta Road
  • Rowell Street south of Parramatta Road

Four raised pedestrian crossings at the following locations:

  • Cowper Street east of Good Street
  • East Street east of Rowell Street
  • Cowper Street east of Rowell Street
  • Rowell Street midblock between East Street and Cowper Street

One pedestrian refuge island at:

  • Bridge Street east of Bold Street

The study was publicly exhibited in May 2023, during which community feedback was gathered and considered. In 2023/2024, Council received funding under the NSW Government’s High Pedestrian Activity Area Program to design these traffic facilities. Further funding from the 2024/2025 Safe Speed Program will enable the construction of the HPAA in Granville by June 2025. This project aims to enhance pedestrian safety and transform Granville into a vibrant, pedestrian-friendly area.

Next steps

The Parramatta Traffic Committee and Council will consider responses to this consultation prior to determining the matter. Anyone who provides a submission will be advised of Council’s decision in early 2025.
