Project Update – November 2024

To prepare the site for redevelopment, the Epping Aquatic Centre was closed at the end of April 2024, at the end of the summer swimming season. Since that time, the facility has been decommissioned, including turning off and removing plant and equipment, in preparation of the site’s handover to a builder in late 2024.

In March 2024, Council began a Request for Tender process seeking a contractor to deliver the Epping Aquatic Centre Upgrade.

The tender responses contain a significant increase in construction costs that exceed the project budget. As a result, at the 25 November 2024 meeting, Council declined to accept any of the tenders and instead explore options for staging the delivery of the endorsed concept design and what could be delivered within allocated funds.

Council is also exploring the feasibility of options to re-open and operate the Epping Aquatic Centre.

Project background

A modern aquatic facility

A much-loved community asset, Epping Aquatic Centre will remain in its current bushland setting and include key upgrades (as identified during community consultation), that will benefit the community, now and into the future.

Benefits of the upgraded aquatic centre

  • A brand-new amenities building with ground floor reception and change facilities for all users, including families
  • Accessibility improvements by installing a level open walkway from the existing car park to the pool amenities building, two lifts connecting the two floors, as well as a formal stair well and accessible bathrooms
  • A major upgrade to the filtration system will allow greater ability for management and maintenance of water quality and temperature control
  • Retainment and upgrade of the outdoor 50m pool with accessibility improvements
  • A new indoor 20m pool with access ramp, allowing increased swim school and program capacity
  • The current shallow pools will also be refurbished to create an exciting family waterplay area

There are changes to the original concept plan including retaining and upgrading the outdoor 50m pool, a new 20m indoor pool and upgrades to the family waterplay area. The changes to the original concept plan are due to:

  • Cost and construction constraints
  • Improved environmental outcomes

Updated concept plan

Since we originally shared the proposed designs in December 2020, Council has undertaken a substantial amount of investigation and design work. This has resulted in changes to the original concept plan to ensure that the upgrade can be delivered within the available budget. The changes also minimise the footprint of the upgrade and reduce its potential impact on the environment.

The changes include:

  • Retaining and upgrading the outdoor 50m pool,
  • A new 20m indoor pool and
  • Upgrades to the existing family waterplay area.

Council understands the importance of Epping Aquatic Centre to the local community for lap swimming, Learn To Swim programs and general recreation. The final concept plan ensures that the most essential upgrades and improvements can be delivered within the allocated budget. The current shallow pools will be refurbished to create an exciting family waterplay area that will provide a safe, interactive and shaded area for all to enjoy.
