Floor plan and western facade elevation view for the proposed pavilionAsbestos is a naturally occurring mineral. It exists in our soil and air in small amounts and is still present in many homes. Fibro that contains asbestos is often referred to as ‘bonded asbestos’. Fibro was widely used as a building material until the 1990’s.
It is not uncommon for fibro fragments to be found in soil during construction works, and for this reason Council’s contractors have protocols in place to safely deal with unexpected finds.
Asbestos can pose a risk to human health if fibres are inhaled. In bonded asbestos, like the fibro material that has been found at Doyle Ground, this can occur if the material containing it becomes exposed and damaged, and releases fibres into the air.
When asbestos was found during excavations in Doyle Ground in June 2026, Council stopped work and secured the site. Materials were covered with special fabric to prevent damage to the pieces of fibro found, and limit their exposure. As and additional precaution, an exclusion zone was also created.
Contractors qualified to safely deal with asbestos materials are scheduled to oversee the asbestos removal and associated works.
All necessary safety controls appropriate for potentially asbestos affected soils will be followed.
Air-quality monitoring will be carried out during the works to confirm safety controls used at the site are effective.
Whether further fibro is found during these works or not, all excavated soil will be safely removed from the site and transported to an appropriate waste facility.
Once the contaminated soil has been taken to a specialist waste facility, the work area will be inspected by licensed asbestos specialists.
A clearance certificate will be issued once the worksite is deemed safe, and work will resume.
This short delay is not expected to impact the delivery of the project. However, the program remains subject to site and weather conditions.
The existing sports pavilion building no longer satisfies the requirements of local sporting user groups and the community. The building is also experiencing problems as an aging asset and no longer meets current building standards.
The new building will provide expanded facilities befitting a high-quality district sporting facility and will serve the needs of the community now and into the future.
The new sports pavilion building will be larger than the existing building to provide upgraded facilities which meet the needs of the City’s growing community, particularly local sporting groups.
Proposed facilities have been designed in accordance with current standards and building codes, and have been modelled on recently completed projects of a similar nature.
Proposed facilities will provide a high level of amenity and functional use to users, and have been designed to accommodate future growth over the next 40-50 years.
The new sports pavilion building will be one storey high.
The new cricket nets will be fully enclosed and provide 6 synthetic turf batting lanes.
Once completed with the new sports pavilion building (undertaken as Stage 2 works), it is proposed the public toilets will open from 5am – 10pm daily. This will be in line with solar path lighting hours of operation.
Due to limitations in funding, major upgrades to carparking will not be part of the proposed works. However, as part of Stage 2 works, it is proposed to create 4 disabled parking bays from the existing parking provision. The disabled parking bays will be located near the upgraded sports pavilion building to support improved access for people with limited mobility. Design and final approval of parking bays will be subject to relevant traffic approvals.
Stage 1 Upgrades
Four small trees will be removed as part of Stage 1 works. The four trees are located on the south-east corner of the playing field area (inside the circuit path).
The trees were planted by Council in 2016 and are 5m high or under. An independent arboricultural impact assessment for the project has assessed the trees as being of Low Landscape Significance and Retention Value.
Stage 2 Upgrades
Five small to medium sized trees are proposed to be removed to facilitate Stage 2 works. The five trees are located on the MacArthur Street nature strip, adjacent the existing building.

Stage 2 works will include tree planting in the landscape forecourt and nature strip adjacent proposed works. It is proposed that a minimum nine trees will be planted to offset trees removed for Stage 1 and Stage 2 upgrade works.
Tree protection measures for all trees to be retained will be provided as outlined in the provided arboricultural impact assessment and Review of Environmental Factors.
Doyle Ground is located within flood prone land. Flood modelling has been undertaken to ensure that proposed works do not increase the risk of flooding to surrounding locations.
The setout of critical infrastructure has been undertaken to ensure works comply with Council’s development guidelines.
Impacts of proposed works and flooding is assessed in the Review of Environmental Factors.
Given there are no works scheduled to the existing playground, it is proposed it will remain open for the duration of construction works.
Prior to construction works, the nominated construction contractor will be required to submit plans to Council detailing how all environmental and traffic controls will be implement in-line with site conditions and relevant standards.
Council’s assigned Project Manager will regularly monitor implementation and maintenance of these control measures during the construction period.
Residents will receive further notification including the contact details for Council’s Project Manager should they have concerns with environmental and traffic management procedures during construction works.
Proposed works will be undertaken under a Review of Environmental Factors (REF).
An REF is an environmental assessment undertaken to determine the impact of a proposed activity on the environment for works undertaken by Council that do not require development consent.
The REF examines the significance of any likely impacts on the surrounding environment and community such as noise, contamination, flooding and heritage, and includes mitigation measures to be implemented to reduce any identified adverse impacts.
Council will maintain access to public toilets at Doyle Ground for the duration of the construction period. This will be provided through the existing building (prior to demolition) or temporary facilities.
Once constructed, the new sports pavilion building (undertaken as Stage 2 works) will include public toilets.
Heart of Play
Proposed works are in accordance with the Heart of Play (HOP) Master Plan adopted by Council in July 2021. The HOP Master Plan provides a blueprint for an outdoor sporting and recreation network across seven open spaces in North Parramatta that make up the Heart of Play Network.
The master plan was developed over a 12-month period in consultation with the local community.
The final details of proposed works at Doyle Ground have been developed to ensure compliance with existing site conditions (including flood analysis), standards, and design guidelines of relevant sporting codes (including playing field sizes).
Stage 1 Upgrades
A period of community consultation for the Doyle Ground Sports Facility Improvements concept plan (including Stage 1 works) was undertaken from 16 March to 1 April 2026. During this period, the community showed strong support for the proposed works, with 70% fully supporting the proposal and a further 28% supporting it to some extent.

Stage 2 Upgrades
Public Exhibition of the proposed Stage 2 upgrade works is open from 8 July to 3 August 2026.
The proposed building layout has been developed in consultation with the local sports clubs who currently use Doyle Ground.
Stage 1 works will be primarily funded through the NSW Government’s Western Sydney Infrastructure Grant Program (formerly known as WestInvest), with a funding co-contribution from Council.
Stage 2 works will be wholly funded by Council.
The community has largely expressed support for the Doyle Ground Sports Facility Improvements concept plan presented during the consultation period from 16 March to 1 April 2026, with 70% fully supporting the proposal and a further 28% supporting it to some extent. Many of the suggestions and requests such as adding more bins and bubblers are already included within the scope of Stage 1 upgrade works, or are planned to be delivered as part of the future Stage 2 upgrade works (such as additional cricket nets and improved public toilets). However, certain requests cannot be accommodated due to budget limitations and site constraints, while others are not aligned with current Council strategic planning documents. Council will carefully review the existing proposal to identify areas for improvement where feasible, such as relocating seating to shaded areas and opportunities for tree planting.

Planned improvements to the Doyle Ground sports facility are aligned with the Council’s Community Infrastructure Strategy.
This strategy has highlighted a significant shortfall in sporting open space into the future.
Given the limited opportunities to create new open space areas, the focus has shifted towards upgrading the standard of existing sporting facilities and diversifying the types of sports amenities available.
Proposed upgrade works are also identified in Council’s Heart of Play Master Plan as a key action item, and will improve the overall condition and carrying capacity of the sports fields.
Due to limitations in funding, upgrades to carparking will not be part of Stage 1 upgrade works.
Subject to relevant traffic approvals, it is proposed the construction of disabled parking bays (converted from the existing parking provision) will be included in Stage 2 upgrade works.
Lighting of the circuit path was identified as a key priority action from the community during the development of the Heart of Play Master Plan.
The solar path lighting is proposed to operate from 5am – 10pm daily (excluding daylight hours).
The $9.5 million Stage 1 upgrade works are proudly funded by the NSW Government's Western Sydney Infrastructure Grants Program in association with City of Parramatta Council.
