Update
A key priority of improvement works for Don Moore Reserve was the upgrade of four (out of six) netball courts.
Works undertaken included new netball court asphalt surfacing with new line marking, ‘Competition Grade’ goal posts and hoops and upgraded drainage infrastructure.
Works on the netball courts are now complete with future works coming soon (accessible ramp, step access, sandstone retaining wall and tree planting). See Stage 2.

Late in 2021, Council invited the community to provide ideas for improvements and we have now developed a draft Concept Plan for Don Moore Reserve based on your feedback. This draft Concept Plan responds to what we heard from you during stage one consultation, as well as site and budget constraints, and other City of Parramatta endorsed policies.
Total cost of works is $385,000 with $340,000 funded by the Better Neighbourhood Program 2021-23 and the remaining $45,000 provided from the North Rocks Ward Initiatives budget. The Better Neighbourhood Program (BNP) is a long-running and successful Council program that focuses on delivering capital upgrade improvements at local centres outside of the Parramatta CBD.- Rationalisation, relocation and replacement of new seats and bins
- Proposed tree and garden plantings
- Proposed accessible ramp to meeting room with sandstone retaining wall
- Proposed step access from netball courts to meeting room
- Proposed 2 metre wide path network at key locations
Draft Concept Plan
Community consultation
Council welcomed submissions on the draft Concept Plan for Don Moore Reserve until 5pm on Friday 22 July 2022. The community were invited to make a submission in the following ways:

Frequently asked questions
Council is proposing to deliver a path to form part of the main path network and provide access from Catlett Ave to Tiernan Ave. A path from Woodbury Street to connect with the main entrance is subject to future funding.
Council's Open Space and Natural Resources Team has made a commitment to upgrade the existing playground in 2024/25.
New signage will be placed in the dog off-leash area and the new path proposed will help define the dog off leash area.
The suggestion to reinstate the informal BMX track was noted from the community consultation feedback. The BMX track suggestion will require further consideration and detailed consultation before advancing further. This idea is currently out of the scope of works for this stage of works.
Stage 1
Don Moore Reserve in North Rocks is accessed
via Tiernan Avenue or Catlett Avenue. A large reserve, its mature trees and
expansive grassed areas make it an attractive neighbourhood green space with
year-round appeal. A number of facilities are provided at Don Moore Reserve
including, a meeting room, local play space, netball courts and dog off-leash
area.
Council is in the process of upgrading this much-loved park, and we wanted your feedback to help us in shaping the draft concept plan! Your initial feedback helped prioritise the upgrades that will be delivered on the site.
The existing play space is also being upgraded as part of this project. The playground upgrade has been committed to and is anticipated to be delivered in the 2023/24 financial year. Your feedback will help Council design the new play space and prioritise the other upgrades being considered, including:
- Outdoor exercise equipment
- More picnic shelters and/or BBQ's
- Pathways for a walking loop
- More clearly defining the dog off-leash area
Community engagement
Stage one of community engagement closed on Wednesday 13 October 2021 with over 180 contributions received via the online survey, on the feedback map or on email. During this stage, Council was seeking input from the community around which upgrades we should prioritise within the limited available budget.
Frequently asked questions
As the current play space at Don Moore Reserve is already fenced, it is anticipated that the new play space will also be fenced. A final decision on this will be made after community engagement and detailed design work.
Site investigations and community feedback will help to determine whether a shade sail will be included as part of the new play space.
The current play space receives some shade from large trees and it is possible that the planting of additional trees will provide sufficient shade such that a shade sail will not be needed.
If a shade sail isn't included, this will allow for additional funds to be spent on more fun and exciting play equipment.
Due to budget and site constraints, water play will not be included in the upgrade at Don Moore Reserve.
It is not anticipated at this stage that any trees will be removed, however if any trees are removed, they will be made up for with the planting of additional trees elsewhere in Don Moore Reserve.
It is Council's preference to expand the size of the current dog off-leash area, however community feedback will help to determine what changes are made.
As the existing dog off-leash area is unfenced and not clearly defined, it is proposed that the boundaries of the dog off-leash area are made clearer for both dog owners and other park users.
Options include:
- More bollards around the dog off-leash area
- Better signage
- Fencing the dog off-leash area
- A concrete pathway used to define the spaces
Other improvements to the dog off-leash area including dog bubblers may also be considered.
The top four netball courts will be replaced before June 2022, with new asphalt laid down and new line marking. As part of this upgrade, Council is also working on the adjacent retaining wall to improve drainage.
There will also be repair and upgrade works completed on the lower two netball courts. This work is being delivered by Council's Open Space and Natural Resources team and is anticipated to be completed by 30 June 2022.
