Where the Master Plan applies
Phase 1 of the CBD South Parramatta Precinct is located south of Parramatta Station, bounded by Church Street, Parkes Street and the train line. This area plays a key role in connecting the CBD core, transport hubs and surrounding neighbourhoods undergoing significant growth.
Phase 2, extending the precinct west to O’Connell Street, will commence in the coming months and will be separately exhibited for community feedback in 2027.

The master plan does not uplift development controls, but provides a guiding framework for how buildings, streets, public spaces and Council land can evolve over time to deliver lasting benefits for the community. This will guide future development applications and public infrastructure upgrades, supported by future amendments to the Parramatta City Centre Development Control Plan.
Transformation of key local places
The above vision will be delivered through four key local places, each with a distinct role within the precinct:
1). Fitzwilliam Street
A welcoming gateway allowing safer pedestrian movement, with a new plaza space and improved transport connections.

2).Church Street
The cultural spine of the precinct and the heart of the Chinatown dining destination -it is a green, vibrant high street.

3).Chinatown Laneways and Arcades
Lively, intimate spaces for hawker-style food, outdoor dining, art and cultural activity.


4).Wentworth Street
A leafy pedestrian spine connecting to Jubilee Park and opening up to a new city square for gathering and activity day andnight.

Redevelopment of Council-owned land
The proposed redevelopment of Council‑owned land unlocks new public spaces and connections, ensuring the precinct delivers lasting benefits for the community, including:
- A new vibrant city square, providing public amenity at the heart of the precinct.
- Redevelopment of Council’s assets to meet its untapped capacity under the current planning framework, to allow maximum public benefit.
- Council will remain as an anchor tenant in the precinct and will provide activated edges to the square and Rivoli Way.
- A realigned and activated Rivoli Way, connecting through the precinct by moving the Parramatta Station Car Park underground.
Implementation
The Master Plan is a strategic vision for the precinct and will be realised over the long-term. Timing of individual stages are dependent on individual landowners and the feasibility and funding of Council-initiated projects.
- In the short term, Council is proposing upgrades to Church Street to initiate the Chinatown transformation, including public domain improvements, with new trees, paving and street furniture, and a stronger cultural identity through lighting, signage, and public art, to support dining, night‑time economy and everyday use.
- Longer term, responsible redevelopment of Council‑owned land consistent with Council’s Property Strategy will require further feasibility testing and funding sources.
- The delivery of public assets within privately held sites will require negotiation with landowners and will be guided by the Master Plan, including the realigned Rivoli Way and plaza in Fitzwilliam Street.
