Newington Parking Scheme

OPTION 1 – Newington Resident and Visitor Parking Scheme (RVPS)

Within the identified area (see map), parking limits of one or two hours would be introduced and appropriate signage would be installed.

Vehicles displaying a valid Resident and Visitor Parking Permit would be exempt.

Fines of up to $112 for breaching residential parking restrictions would apply.

This scheme would align with the City of Parramatta’s approach to resident parking in other parts of the Parramatta Council area.

Council would issue a maximum of three parking permits to each household within the Resident Parking Permit Scheme area (two permits for residents and one visitor permit).

Annual permits would cost $14.70 each (according to the Schedule of Fees and Charges for 2018/19 though this may increase in the future).

Further community consultation would shape parking restrictions including the times and days of the week where parking limits would apply and the areas which would offer unrestricted parking.

OPTION 2 - A Special Event Parking Scheme (SEPS)

City of Parramatta would introduce parking limits of one or two hours during nominated events and appropriate signage would be installed.

The restriction would apply to all on-street parking within the SEPS area (see map).

Vehicles displaying valid Special Event Parking Permit would be exempt.

Fines of up to $263 for breaching Special Event Parking would apply.

It is envisaged that Special Event Parking Permits would be managed similarly to Resident Parking Permits and that annual fees would apply ($14.70 each, according to the Schedule of Fees and Charges for 2018/19, though this may change in the future).

The map below identifies the area originally proposed for where the parking scheme should be implemented. Following community consultation, that area was adjusted to only include the area bounded by Newington Public School, Newington Boulevard, Avenue of Oceania and Hill Road, and south of Newington Public School.

The ‘proposed Newington timed parking scheme area map’ in the Stage 1 Community Consultation resources section identifies the area originally proposed for where the parking scheme could be implemented. Following community consultation in early 2019, this area was adjusted to only include the area bounded by Newington Public School, Newington Boulevard, Avenue of Oceania and Hill Road, and south of Newington Public School. In March 2019, City of Parramatta asked the community to provide feedback on a proposal to introduce timed parking restrictions in Newington (with exemptions for residents) to limit on-street parking associated with events at Sydney Olympic Park. Additionally, ensuring access for emergency vehicles is a high priority to ensure the safety of the community.

More than 60% of respondents living in the streets identified in Areas 1 and 2 supported the installation of a Resident and Visitor Parking Scheme (RVPS) in their streets. The majority of respondents who supported the parking permit scheme in these areas preferred to have 2-hour parking restrictions as opposed to 1-hour restrictions.

Areas 1 and 2 are close to Sydney Olympic Park and in Stage 1 consultations, residents in these areas reported the availability of on-street parking is regularly affected by events in the Olympic precinct. More than 60% of respondents living in these areas supported the installation of a Resident and Visitor Parking Scheme (RVPS) in their streets.

To help alleviate the lack of parking caused by events, it was proposed that 30-40% of on-street parking in Area 1 and Area 2 become time restricted under a RVPS with ‘2-hour parking 10am to 10pm Permit Holders Excepted’ zones installed.

Areas outside the proposed RVPS zone

A RVPS was NOT proposed for other areas of Newington. These areas were not considered due to:

• The increased presence of high-density residential developments in these areas; and/or
• These areas being a greater distance from Sydney Olympic Park and on-street parking being less likely to be affected by events held in the precinct. The majority of vehicles parked on-street are owned by residents and the installation of a parking permit scheme is therefore highly unlikely to increase the availability of on-street parking; and/or
• Less than 60% of residents supported the installation of parking restrictions in their streets during Stage 1 consultations.

To promote the opportunity for the community to have their say, drop-in sessions were held in Newington, ads were placed in local papers, letters were sent to residents within the identified zone, and the proposal was promoted on the City’s website and social media channels. Members of the Our City Your Say online community panel who lived in Newington were also emailed about the proposal.

Residents could submit responses via the City’s engagement portal, via email or mail.

Feedback closed midnight Wednesday 20 March 2019.

We received a total of 314 responses - 236 via our community engagement portal, with 223 of those respondents living in the area where the proposed timed parking zones could be installed - and 78 email/letter responses.

Of all responses, 175 (56%) respondents supported the introduction of a timed parking permit scheme in Newington; and 133 (42%) respondents indicated that parking restrictions were not required in Newington. Six respondents (2%) preferred neither scheme.

Of the 175 respondents who supported the installation of a parking permit scheme in Newington, 124 (71%) respondents selected the option of installing a Residents and Visitors Parking Scheme (RVPS), while 51 (29%) respondents selected Special Events Parking Scheme (SEPS) as their preferred parking scheme.

The majority of respondents who supported parking permit schemes, preferred to have a 2-hour parking restriction in their streets.

Responding to feedback from Stage 1 consultation, the City of Parramatta proposed that the Resident and Visitors Parking Scheme (RVPS) be applied to two areas where more than 60% of respondents who lived in the identified areas supported the introduction of timed parking schemes with exemptions for residents with permits.

City of Parramatta Council Ranger and Parking Services are tasked with patrolling the whole of the Local Government Area (LGA). Officers are assigned areas on a rotating basis to ensure the entire LGA, including Newington, receive patrols. Additional patrols are put in place for the Newington area when events are conducted at the nearby Sydney Olympic Park precinct.

According to the Terms and Conditions of Resident and Visitor Parking Permits, permits are not issued to a truck (i.e. Gross Vehicle Mass (GVM) of not more than 4.5 tonne), bus, caravan or trailer. The restrictions were generally proposed at the mid-section so that they are accessible to all residents living in the street.
