Victoria Road and Marsden Road are NSW state roads and the planned upgrade works are being delivered under the care and control of Transport for NSW (TfNSW). With the forthcoming growth in the Melrose Park precinct, Victoria Road is set to be upgraded to cater for the anticipated extra demand. These works which are required under a Voluntary Planning Agreement will involve:
- Widening of approximately 500-600 metres of Victoria Road including:
- Provision of peak hour bus lanes to the east and west linking between the existing bus lane at Hughes Avenue and Cobham Avenue.
- Increased lane widths to westbound lanes.
- Provision of peak hour bus lanes to the east and west linking between the existing bus lane at Hughes Avenue and Cobham Avenue.
- Increase in the right hand turn lane length from Victoria Road to Wharf Road (approximately 35 metres up to 175 metres in length) with an additional turn lane added to improve network operations.
- Adjustment and line marking of approximately 200 metres of Kissing Point Road.
- Upgrade of the Kissing Point Road and Bundil Boulevard intersection to a 4-leg signalised intersection including:
- Increase in right-hand turn lane length from Victoria Road to Kissing Point Road (approximately 40 metres up to 375 metres in length) with an additional turn lane added to improve network operations.
- Provision of signalised pedestrian crossing facilities at Kissing Point Road where no facilities previously existed.
- Adjustment and line marking of approximately 30 metres of Bundil Boulevard to provide 1 left turn lane, 1 straight lane, and 2 right turn lanes.
- Increase in right-hand turn lane length from Victoria Road to Kissing Point Road (approximately 40 metres up to 375 metres in length) with an additional turn lane added to improve network operations.
- Undergrounding of existing power lines as well as relocation and reconstruction of bus stops.
- A 3 metre wide shared user path is to be provided within the southern verge of Victoria Road between Wharf Road and Bundil Boulevard and linking to the existing shared user path within Marsden Road.

The proposed turning restrictions aim to reduce vehicle conflicts and improve road safety at these locations, following the Victoria Road upgrades and in order to support forecast growth and travel demand from the Melrose Park precinct.
If approved following a review of submissions, the new turning restrictions would be implemented following the Victoria Road upgrade works. The design of the upgrade works is subject to approval from TfNSW, with the construction period yet to be determined.
