2021-2023 NSW Heritage Grants Now Open

Grants totalling more than $5 million over a two-year period are now available for heritage projects across NSW.

There are three grant categories including Aboriginal Cultural Heritage, Caring for State Heritage and Community Heritage. The program has also been expanded to help owners and custodians of heritage places affected by natural disasters.

The Aboriginal Cultural Heritage Grants category aligns with the NSW Government’s commitment to strengthen and empower Aboriginal communities across NSW and increase understanding, respect, celebration and cultural participation in Aboriginal cultural heritage.

The Community Heritage Grants category is for projects that engage communities in the celebration and promotion of heritage especially projects that connect future generations with our heritage.

The 2021-23 NSW Heritage Grants funding round is now open for applications until 8 February 2021. Funding is also available for local government initiatives.

Health Services Union: Health and Wellbeing Grants

The Health Services Union is committed to supporting the working of local Inidgenous Community Groups and Organisations to enhance the health and well-being of their communities.

The HSU Indigenous Development Fund may grant funding between $2,000 and up to $10,000 for the implementation of a community-based project.

Projects should be completed from Jan 2021 to 30th June 2021 and can include community development, well-being, sporting, Elder, literacy, health and education initiatives.

Dept of Communities and Justice Scholarhsips Program

The Department of Communities and Justice (DCJ) Scholarships Program helps young people to finish their education and reach their full potential.

We need help to spread the word about the Scholarships Program for 2021.
If you work with a young person living in social housing or out-of-home care who could benefit from a scholarship, please let them know that the program is available.

Young people who previously received a scholarship may be eligible for a scholarship in 2021 if they are still at school or engaged in post-school education.

Students can use their scholarship for educational, support related or living expenses in the 2021 academic year. This can include text books, tutoring, laptops, internet or transport – among other things.

What are the application dates?
Applications open 9.00 am Thursday, 15 October 2020 and close at 5.00 pm Friday, 19 February 2021.

Youth Mental Health First Aid will teach you how to assist adolescents who may be experiencing mental health problems or mental health crisis until appropriate professional help is received or the crisis resolves, using a practical, evidenced back Action Plan.

Kimberwalli and TAFE Aboriginal Cultural Arts Program

Kimberwalli are launching an Aboriginal Cultural Arts Program in collaboration with TAFE NSW.

The program is targeted at Aboriginal Community members, Job seekers & 17+ year olds who have an interest or passion in art.

It will run over a 3 week period (every Tuesday & Wednesday) at Kimberwalli (1 Mimika Avenue, Whalan).

The program will start next Tuesday 24

The program will involve exploring cultural identity (different Mobs and their different arts/practices); artefacts and tool identification; exploring creative arts processes; introduction to weaving and finally creating art on a canvas that will be showcased at Kimberwalli.

If you have any clients, stakeholders, family members, friends or community members who are interested in art – please tell them to register by calling Renee Thomson on 0436 638 366 or 08 8610 6809 to secure their place in the program.

Study Sessions at Kimberwalli

It’s that time of year where Schools enter into their fourth and final term, with our students in Year 10 and 12 diligently preparing for their exams. This can be quite a stressful time for our young students at school and having access to space and technology to study is one the major factors contributing to that stress.

Kimberwalli would like to invite Aboriginal and/or Torres Strait Islander students to utilise our well-equipped, state of the art facilities to guarantee a safe, quite space for them to study.

Kimberwalli is open from Monday to Friday, between the hours of 8:30AM – 5:00PM.

Booking sessions times to study at Kimberwalli are essential as Kimberwalli is following a COVID safety plan to maintain a safe environment for our staff and guests.

Transport will be available for drop off at the surrounding train/bus stations.

The Sydney Metro – Western Sydney Airport project will create a new public transport spine for Greater Western Sydney and serve the region for generations to come. The 23-kilometre driverless electric railway will link the Western Sydney Aerotropolis and the Western Sydney International (Nancy-Bird Walton) Airport with St Marys and the existing Sydney Trains suburban T1 Western Line.

Draft precinct plans for the Aerotropolis Core, Badgerys Creek, Wianamatta-South Creek, Agribusiness and Northern Gateway Precincts are now on public exhibition.

This follows finalisation of the Western Sydney Aerotropolis Planning Package on 13 September 2020. The package established the planning and legislative framework for the future of the Aerotropolis, including land use outcomes and zoning within the initial precincts.

The draft precinct plans establish the strategic vision and general objectives, proposed land uses, performance criteria for development of land, and the approach to both infrastructure and water cycle management.

Have your say - Project Direction: 10 Terminal and Parklands Renewal Project

The Harbour Trust has opened public consultation on the Project Direction of the 10 Terminal Precinct at Middle Head, Headland Park. Your feedback on the Project Direction for the 10 Terminal Precinct will inform the development of a more detailed proposal. The community will have an opportunity to provide further feedback in 2021.

The Project Direction focuses on reactivating the 10 Terminal buildings and removing the three timber barrack buildings to provide new landscaped parkland. The direction for the project is in line with the Middle Head Management Plan 2017 that was informed by an extensive community consultation process. A Heritage Impact Assessment and Bushfire Assessment have also been prepared to support the proposed Project Direction.

Documents are available to view online at harbourtrust.gov.auor in hardcopy at (during office hours) at the Harbour Trust office (28 Best Avenue, Mosman) and Mosman Library (605 Military Rd, Mosman). Research - Aboriginal Family Group Conferencing

The University of Sydney is currently recruiting families who have taken part in a DCJ Family Group Conferencing in the past 12 months. This can be Elders, Grandparents, Aunts, Uncles, young people over the age of 18 and their Kinship Networks.

No children will be allowed to participate.

The Research Centre has been commissioned by the NSW Department of Communities and Justice (DCJ) to evaluate the Family Group Conferencing (FGC) program.

Calling for Organisations to participate in research


We are investigating the impact of COVID-19 on the support needs of carers of Aboriginal children and young people in NSW.

We are inviting Community organisations to complete a Yarning interview based on feedback staff have been obtaining during their normal communication with carers during COVID-19. This can be completed by a chosen representative in your organisation.

The Yarning interviews will be conducted via telephone calls on a voluntary basis during business hours.

Professor Amy Conley-Wright is the lead investigator on a study to understand the impact of COVID-19 on the support needs of carers in New South Wales. The study is being conducted with Dr Susan Collings, an Aboriginal researcher Irene Wardle and Associate Professor John Gilroy at University of Sydney and Aunty Sue Pinckham an Aboriginal Cultural Advisor and Biripi Elder from Macquarie University. John and Aunty Sue previously completed a literature review on the needs of carers of Aboriginal and Torres Strait Islander children, which you can read here https://apo.org.au/node/200336). We are reviewing evidence about unregistered carers of Aboriginal children and young people’s stress and will share with you as soon as it is completed.

New streamlined rates structure proposed for City of Parramatta

City of Parramatta residents and businesses are invited to provide feedback on the consolidation of the City’s multiple rates structures into a single scheme that applies to the whole Local Government Area (LGA).

The proposal – now on public exhibition – follows the review of the five existing rates structures that were inherited during council amalgamations in 2016. All amalgamated councils in NSW are required to review their rates structures by July 2021.

“By applying a single rates structure across the entire Council area, we are creating a system that’s more consistent for all of our hardworking ratepayers,” City of Parramatta Lord Mayor Cr Bob Dwyer said.

“Transitioning to a single method of calculating rates will result in changes for some residents and businesses, so it’s important for us to consult with our local community and get their feedback on these proposed changes.”

The City of Parramatta LGA includes suburbs that were previously under Auburn, Holroyd, Hornsby Shire and The Hills Shire councils, and each had its own rates structure.

“The collection of rates is crucial for Council to fund essential services and infrastructure, such as garbage management; planting of trees; and the maintenance and upgrading of roads, parks and community facilities. This is particularly important for a growing city like Parramatta, so we can continue to meet the needs and expectations of our community,” Cr Dwyer said

“While we are seeking to make our rates consistent across the board, we have also made an effort to come up with a structure that will have the least impact on our ratepayers.”

Changes in rates will vary from property to property based on land values and other factors.

Council will review and consider all submissions before lodging any proposed changes with the Independent Pricing and Regulatory Tribunal of NSW (IPART). If the proposed structure is approved by IPART, the new rates will take effect from 1 July 2021.

    Indigenous Apprenticeships Program

    The Indigenous Apprenticeships Program (IAP) are about to open for the 2021 intake. The IAP plays a pivotal role in increasing Indigenous employment opportunities across the APS.

    The program is open to Aboriginal and Torres Strait Islander people and is an entry level program at the APS 2 or 3 classification for those looking to join the Australian Public Service.

    The program runs for 12 months and involves full time work, study towards a Certificate IV or Diploma in Government and ongoing support.
