What is the Code of Meeting Practice?
The Code of Meeting Practice applies to all meetings of Council and committees of Council (of which all the members are Councillors).
It sets standards and provides guidance around how meetings should be held, including the organisation of meetings, conduct during meetings (such as rules of debate, confidential matters, time limits on meetings, order of business and voting) and requirements after meetings. Public exhibition
In mid-2022, Council invited community feedback on the draft Code of Meeting Practice during the public exhibition period which concluded at 5pm on Tuesday 7 June 2022.
Council officers are now reviewing all feedback received, with a report being prepared for a future Council Meeting. To stay updated on this project, please follow this page!
Frequently asked questions
A Model Code of Meeting Practice is set out for Local Councils in NSW under section 360 of the Local Government Act and the Local Government (General) Regulation 2021.
Under the Act, Councils must adopt a Code of Meeting Practice within 12 months of a Local Government Election.
The Office of Local Government released an updated Model Code of Meeting practice in late 2021. There are two types of provisions that can be found within the Model Code:
- Mandatory provisions – these must be adopted by Council.
- Non-mandatory provisions – these are not required to be adopted by Council.
In its review, Council focused consideration on the new non-mandatory provisions as per the updated Model Code, and the non-mandatory provisions previously un-adopted.
It also sought to strengthen alignment with the Model Code by reviewing existing provisions within the City of Parramatta Council Code of Meeting Practice that are not required under the Model Code.
