On 10 November 2025, the City of Parramatta resolved to publicly exhibit the following heritage documents prepared as part of Council’s Comprehensive Heritage Review Program:

The Draft Integrated Heritage Strategy outlines Council’s 10-year framework for managing the City of Parramatta’s heritage. It addresses all heritage matters under Council’s responsibility including things such as:

  • Managing council owned properties and archives
  • Identifying and listing heritage items and conservation areas
  • Assessing the impacts of development on heritage properties
  • Supporting heritage property owners though advice and grants
  • Celebrating and promoting heritage through events, tourism and interpretation
  • Ensuring that our heritage reflects all parts of the community including First Nations and migrant groups.

The draft Strategy includes a vision and is based around five guiding themes that inform both the key goals and the actions to be delivered by Council over the next 10 years.

The Heritage Conservation Areas (HCAs) Review was prepared by heritage consultants Extent Heritage and examines 14 HCAs listed in the Parramatta Local Environmental Plan 2023, focusing on a range of tasks including:

  • Property heritage gradings within ten (10) HCAs
  • Review of HCA boundaries for six (6) HCAs
  • Review and suggested amendments to Development Control Plan (DCP) controls, particularly in response to the NSW Government’s low and mid-rise housing reforms for all affected HCAs
  • Identification of potential new HCAs in the City of Parramatta LGA
  • Updated inventory forms for five (5) HCAs.

PLEASE NOTE: No changes to any heritage planning controls, including for any individual properties are being made at this time. At this stage we are seeking feedback on the recommendations of the Heritage Conservation Areas Review; and separately progressing the Draft Integrated Heritage Strategy. Any changes to planning controls will be subject to a planning proposal and Development Control Plan amendment and further community consultation.

Submissions are invited on both items until 5pm on Friday 3 April 2026. Next steps

Following completion of the exhibition period, Council officers will review feedback provided and will report the outcomes of the exhibition to the elected Council along with any suggested changes to the draft Integrated Heritage Strategy; and an Addendum Report to the Heritage Conservation Areas Review that may revise its recommendations based on community and stakeholder feedback.
