City of Parramatta Council has drafted a new Code of Meeting Practice. It provides details of how and when Council meetings are conducted and covers items such as public participation at council meetings and how agenda items are presented and discussed. In general, it deals with how Council goes about making decisions and the behaviour expected during meetings.

Throughout April and May 2019, Council invited the community to provide feedback on the draft Code of Meeting Practice. Your feedback will inform the final document prepared for Council. Staff are currently reviewing your feedback and preparing a report for Council.

Why is Council updating the Code of Meeting Practice?
The new Model Code of Meeting Practice for Local Councils in NSW, was prescribed on 14 December 2018, under the Local Government (General) Regulation 2005 for adoption by Council by 14 June 2019. Based on the Model, Council has prepared the draft Code of Meeting Practice 2019.
The following Non-Mandatory items have been included in the 2019 Draft City of Parramatta Code of Meeting Practice for exhibition.
1. Giving Notice of business to be considered at Council meetings (Clause 3.12)
Additional provision for notices of motion and encourages the consideration of its legal, strategic, financial or policy implications to help guide decision making.
2. The quorum of the meeting (Clause 5.14 and 5.15)
Additional provision in relation to natural disasters and lack of quorum.
3. The Modes of Address (Part 7 Clause 7.1 – 7.4)
Additional provision on protocol about addressing the Lord Mayor, Deputy Lord Mayor, Councillors and Staff responding to requests of Council
4. Order of Business for Ordinary Council Meetings (Clause 8.1)
Additional provision to fix the general order of Business for Council meetings.
5. Lord Mayoral Minutes (Clause 9.11)
Additional provision for Lord Mayoral Minutes and encourages consideration to the expenditure of funds on works and services other than those already provided for in Councils adopted Operational Plan to help guide decision making.
6. Motions requiring expenditure of funds (Clause 10.9)
Additional provision for motions or amendments passed on the expenditure of funds and encourages consideration of funds on works and services other than those already provided for in Council’s adopted Operational Plan to help guide decision making.
7. Examples of procedural expenditure of funds (Page 27)
Additional provision provided through a table to demonstrate how to treat procedural motions. This table provides a quick reference for Council’s consideration. It would replace the procedural motions flowchart.
8. Expulsion from meetings (Clause 15.14 and 15.15)
Additional provision for expulsion from meetings. These clauses look to provide guidance on expulsion of Councillors or public from a Council meeting or committee meeting.
9. Rescinding or altering Council decisions (Clause 17.13 – 17.15)
Additional provision for rescinding or altering of Council decisions in relating to urgency and provides further guidance on treatment of a resolution to be rescinded within a meeting and the ruling by the chairperson.
10. Time limits on Council Meetings (Clause 18.1 – 18.5)
Additional provision on time limits on Council meetings.
11. Public Forum (Part C- Page 12)
Additional provision that seeks to remove Public Forum from the Council meeting to give representation at either a separate time outside of the formal meeting. Council does not agree with this option and therefore has sort to strengthen its current provision as outlined in Part C of the 2019 Draft City of Parramatta Code of Meeting Practice.
